This Annual Plan is the 1998 update of the Wellington Regional
Council "Facing the Future 1997-2007", the Council's long term financial
strategy. It is also the Council's 1998/99 annual plan. It outlines what the
Council plans to do in the nine years 1998-2007; why the Council is going
to do it; what it sill cost; what the Council is trying to achieve in the long-
term; how the achievements will be measured; who will pay; the
assumptions made; the challenges facing the Council and how the plan
